MANSFIELD — The Domestic Violence Shelter, Inc. announced Thursday that Executive Director Colleen Rice will retire from her role following dedicated service to survivors of domestic violence, sexual assault and human trafficking in Richland County and surrounding communities.
As the organization approaches its 50th anniversary, this transition marks both a moment of reflection and an opportunity to build on nearly five decades of service to the community.
Rice joined The Domestic Violence Shelter in August 2023, bringing strong leadership and a clear vision for strengthening services, expanding programs, and improving operational systems. During her tenure, the organization achieved meaningful progress in program development, funding capacity, and community partnerships.
“It has been an incredible honor to serve alongside such a dedicated team and to work on behalf of survivors,” said Rice. “I am deeply proud of what we have accomplished together and confident the organization will continue to grow and thrive.”
During her tenure, Rice focused on building a strong and sustainable operational foundation for the organization’s future. She strengthened grant and funding infrastructure, enhanced internal systems that support staff and client services, and guided meaningful facility improvements to create a safer, more welcoming environment.
She also expanded access to supportive housing through new partnerships, introduced wellness programming for staff and clients, and deepened community collaboration.
These efforts have positioned The Domestic Violence Shelter with renewed stability, expanded capacity, and a solid platform for its next leader to build upon and drive continued growth and innovation.
To support a smooth transition, the Board of Directors has engaged Spherion Mid-Ohio to lead the search for the organization’s next Executive Director.
Leisa Snoke, senior professional recruiter at Spherion Mid-Ohio, is coordinating the recruitment process in collaboration with the Board and will serve as the primary point of contact throughout the search.

Spherion will conduct a comprehensive recruitment process to identify a candidate who will build upon the existing foundation and continue advancing the organization’s mission.

The board has selected Peggy Butt as interim executive director starting May 29, to provide leadership continuity during the transition.
The Domestic Violence Shelter remains fully operational, with uninterrupted services available to survivors in need. The agency’s leadership team and staff will continue providing critical services, including:
- 24/7 crisis hotline
- Emergency shelter
- Advocacy and case management
- Legal and hospital accompaniment
- Housing support services
