RICHLAND COUNTY — A Perrysville man accused of shooting an Ontario police officer and female hostage during a standoff has been indicted on 42 charges by a Richland County grand jury.

Jareth Vance, 32, remains in the Richland County Jail on a cash bond of $1 million, set Feb. 12 during his initial appearance before the Mansfield Municipal Court.

On Wednesday, Richland County Prosecutor Jodie Schumacher told Richland Source the Richland County Common Pleas Court has not selected pretrial dates — but anticipates a decision will be made soon.

Vance was scheduled to appear for a preliminary hearing Feb. 29 — but a 42-count indictment returned Feb. 28 allowed prosecutors to drop the pending case in municipal court, according to court records.

Most charges relate to a Feb. 11 standoff in Ontario where Vance is accused of shooting an Ontario police officer and female hostage.

Thirty-seven of the 42 charges are considered felonies. The five other counts are misdemeanors. Twenty-seven of his charges carry a gun specification.

If convicted on all counts, Vance faces a maximum sentence approaching 200 years, Schumacher told Richland Source on Feb. 29.

“The potential prison exposure is well above a human’s natural lifespan,” Schumacher said in February, adding potential arguments to merge specific counts could result in a lesser sentence.

Three defendants charged with felonious assault

Curtis Marco Person Monie III, 51, faces multiple indictments, including felonious assault, a repeat violent offender specification and domestic violence.

Monie III was allegedly involved in a personal attack “on an individual who has suffered significant injuries as a result,” Schumacher said, adding the alleged incident occurred Dec. 27, 2023.

She said the RVO specification indicates there are certain convictions in Monie III’s past that “qualify as violent offenses or crimes of violence under the Ohio Revised Code.”

“The jury has to make the ultimate determination — but we’re making the allegation,” Schumacher said.

If convicted on all counts, she said Monie III faces a sentence between two to eight years in prison, adding the RVO specification could extend a potential sentence.

Derrick Taylor, 47, is facing one count of felonious assault after allegedly attacking and causing “serious physical harm” to an individual in 2021 at the Top Hat Gentlemen’s Club, 1901 Ashland Road.

“This was an extradition,” Schumacher said. “We’d indicted it and he’d been recently picked up out of state, and brought back for this offense.”

She said Taylor, if convicted, faces a prison sentence between two to eight years.

Richard Wells, 36, is facing one count of felonious assault after allegedly attacking another inmate at the Mansfield Correctional Institution.

The alleged attack occurred March 4, 2023, and caused “serious physical harm” to the victim inmate.

If convicted, the prosecutor said Wells faces a prison sentence between two to eight years.

Blevins faces up to 30 months in prison for sex offenses

Caleb Blevins, 24, faces multiple indictments, including unlawful sexual conduct with a minor and importuning.

The Richland County Prosecutor’s office alleged Blevins sexually assaulted a juvenile in 2021, Schumacher said.

“He (Blevins) had been serving a prison sentence, so that’s what the delay was,” she said. “He’s done serving that (sentence) so now we’re bringing him back to face these charges.”

If convicted on all counts, Schumacher said Blevins faces up to 30 months in prison, adding he’d also be included on the state’s registered sex offender database.

“My position on these offenses is we should not anticipate merger (of the two charges),” she said. “I believe there’s different acts that can be explained, thereby necessitating a sentence on each of those offenses.”
