MANSFIELD — Mansfield will resurface 18.8 miles of its streets in 2024 at an estimated cost of $4.1 million, according to city engineer Bob Bianchi.

City Council on Tuesday evening approved Bianchi seeking bids for the annual work, which is paid for by the voter-approved Pothole Haters municipal income tax.

The city receives about $3.7 million annually through the 0.25-percent income tax that has assisted with local street repairs for almost four decades, which has been renewed every four years by voters since its inception.

The work this year will cost about $218,085 per mile. The City of Mansfield has 321 miles of streets, according to Bianchi.

Mansfield repaved about 34 miles in 2023 at a cost of $6.99 million. That equated to a cost of about $202,941 per mile. It resurfaced 26.16 miles in 2022 with a price tag of about $5.3 million, about $202,599 per mile.

“Construction is set to begin probably in April and completed by the end of October,” Bianchi said. “It might run into November a little bit, but that’s when the program starts and ends.”

The bulk of the repaving effort will come from the city’s streets fund, though some will come from the water fund and the sewer fund since the work may also involve water valves and storm sewers.

Bianchi said the 2024 program will include 102 different road segments.

“I will say that there are some streets that we do not (plan to) pave, even though they need to be paved because Columbia Gas is coming in to do some work. The last thing we’d like to do is have our roads paved, and then Columbia Gas come in the next year and do all their work and cut into the (new) street pavement,” Bianchi said.

“So we try to coordinate with them,” he said.

The engineer credited Blair McClenathan and Ken McKee in his office for their work in developing the plan, which includes rating every street in the city.

“They both put a lot of time into this program,” he said.

Funds from the Pothole Haters Tax can only be used to resurface city streets.
