MANSFIELD, Ohio –Three Mansfield police officers were cleared to return to duty after an initial administrative review of the incident at the Volunteers of America halfway house at 921 North Main Street on March 10.
The Mansfield Division of Police conducted an initial administrative review of the incident. Officer James Reed, Officer Steven Hornback, and Officer Orlando Chatman were reinstated to full duty beginning March 21.
Officer Shane Gearhart and Officer Paul Webb will remain on administrative leave pending their administrative review. The primary investigation being conducted by the Ohio Bureau of Criminal Investigation (BCI&I) is still pending. Once BCI&I’s independent investigation is completed, it will be presented to the Richland County Prosecutor’s Office for review.
Terrence Moxley, 29, was pronounced dead on March 10 following an incident at the Volunteers of America halfway house.
