SHELBY — Folks reserving Shelby park pavilions or Black Fork Commons Amphitheater for special events now have the option to include alcohol.

A new application form, approved Monday by the Shelby Park Board, allows renters to seek board permission for public alcohol consumption at their event.

Initial consideration for drafting the application was largely inspired by the Shelby Alumni Association’s upcoming alumni weekend — set for Oct. 4-6.

Board members said event organizers expressed an interest to include alcoholic beverages during one of the weekend’s events at Black Fork Commons Amphitheater.

Prior to Monday’s meeting, amphitheater rental rules and regulations prohibited alcohol.

The Shelby Park Board began discussing desired guidelines for the application during its regular meeting April 8. Board members also researched similar applications from other Ohio cities.

Application rules and regulations

Those seeking permission to include alcohol at special events will need to meet several requirements, as well as gain board approval.

The special event permit application outlines the following regulations:

— Applications must be submitted at least 60 days prior to the event.

— Two Shelby police officers must be employed for the duration of the event.

— Porta Pots must be obtained and placed inside and outside the fenced area.

— Fenced area plan must be submitted and approved by the Shelby police chief prior to application approval.

— Deposit will be required and will vary based on projected attendance of up to $3,000.

— Liability insurance will be required at $1,000,000 minimum for bodily injury and property damage. The policy shall name the city as additional insured. Certificate of insurance shall be on deposit with the city prior to the date of the event.

—No glass or glass bottles will be permitted.

— Area must be returned in original condition, clean and free of debris and fencing.

— Event organizers to provide trash removal.

Furthermore, applicants must sign an assumption of risk and release of all claims.

Downs said applicants must bring their request to the board for consideration.

“We have to approve it,” he said. “We can turn down any applications we feel that are not up to standard.”

Ward 4 board member Ralph Rosinsky said applicants will also need to provide a liquor permit before being approved.

“Everything has to be done, prior to them even coming to us with a completed application, to sit down,” he said.

Downs, Rosinsky and Cathie Albert, Ward 1 board member, approved the motion to accept the application. Park board members Geoff Allen and Dave Keinath were not present at Monday’s meeting.

The amphitheater at Black Fork Commons and pavilions at Seltzer, Rabold or Veterans Park can be reserved May through September by contacting Shelby City Hall, 419-347-5131.
