Charles (Chuck) William Bell, 79 of Mansfield passed away at 3:49 pm, Sunday, Jan. 23, 2022, at Crystal Care Center of Mansfield.
Charles had been under the care of Pathways Hospice for several months.
Born Oct. 15, 1942 in Mount Vernon, he was the son of Charles Edward Bell and Martha Emily White. Charles is survived by his son Jason A. Bell of Jackson, Wyoming and a brother Dennis E. Bell of San Diego, California.
Charles joined the United States Navy in 1960 serving three years active duty which included 15 months of foreign and sea service. He was actively involved in the Cuban Missile Crisis in October and November 1962.
Charles graduated from Kent State University, Masters Program in Education, 1969. He later graduated from The Ohio State University, The Graduate School, 1977, with the degree of Doctor of Philosophy.
His publications included: Student Follow-up System – A Conceptualization. Data Analysis 1973 Senior Planning Questionnaire. Data Analysis – 1973 One Year Follow-Up Survey. Evaluation of Rationality and Internal-External Locus of Control with Incarcerated Drug and Alcohol Abusers.

Former Professional Associations: Central Ohio Psychological Association, American Personnel and Guidance Association, Association for Counselor Educators and Supervisors, National Vocational Guidance Association, American Rehabilitation Counselor Association, Association for Specialist in Group Work, International Association for Clear Thinking, Inc., and Phi-Delta Kappa Educational Honorary-OSU.
His employment was with numerous county, state, and federal agencies plus manufacturing employers.
Charles loved spending time with fellow Christians and others in the study of the Bible and quality fellowship. He strived daily to live, practice and share his understanding of the Gospels with many people as he journeyed daily in his adult life.
A memorial service will be announced and held in the Spring 2022 at the Mansfield Cemetery Veterans Honor Grounds. There will be military honors observed by Richland County Joint Veterans Burial Squad.
