MANSFIELD — Lexington Avenue and other streets in Mansfield are getting resurfaced as part of the Ohio Department of Transportation’s urban paving program.

The program calls for the repaving of Lexington Avenue from the Kroger entrance to Main Street. The repaving will continue along Main Street to First Street.

Other streets to be repaved include:

  • First Street from Main Street to Hedges Street
  • Hedges Street from First Street to Park Avenue
  • Second Street from Mulberry Street to Main Street
  • Second Street from Adams Street to Hedges Street
  • Park Avenue from Ashland Road to Fifth Street

A little over 4 miles of this project are within Mansfield city limits. Construction is tentatively scheduled to begin in the spring/summer of 2018.

ODOT agrees to cover 100 percent of the preliminary engineering costs and environmental studies costs, 80 percent of the roadway construction and construction engineering costs, as well as 100 percent of bridge-related costs.

The city agrees to fund 20 percent of the roadway construction and construction engineering costs and pay 100 percent of the cost of the following construction items: pavement repair partial and full depth, curbs, curb ramps, sidewalks, city-owned sigs, guardrail replacement of deficient existing and required new locations, and items requested by the city which are determined to be unnecessary by the State and Federal Highway Administration for the intent of the project.

Richland County Regional Planning Commission will pay 100 percent of the roadway construction and construction engineering costs for a pedestrian island on U.S. 42 at Florence Avenue. Toll Revenue Credit will pay for the city local 20 percent match.

Regional Planning Commission will also pay for 80 percent of the roadway construction costs for the paving fabric being placed in the outside lanes of U.S. 42 from the Kroger entrance to Main Street. The city will pay for 20 percent of construction costs and 100 percent of the construction engineering costs.

A preliminary cost estimate for the city’s share of this project is $742,606 for construction costs and $22,300 for construction engineering (inspection).

Mansfield will also be repaving several streets as part of the 2018 resurfacing program, which has yet to be finalized and voted on by council.

Street Resurfacing

Altogether, it includes 16.67 miles of roads, costing $4,356,113.45.

City engineer Bob Bianchi told council at its recent meeting, “If you have a street you don’t see on there you think needs paved, we’d like to hear from you.”

The city’s pothole haters tax will fund the majority of the project, with some water and sewer funds used for replacing catch basins, manholes, etc.

“Without the pothole haters tax, this wouldn’t happen,” Bianchi said.
