MANSFIELD — Expansion of two local and family-owned businesses is on the agenda for Mansfield City Council on Tuesday.

Local lawmakers are scheduled to vote on community reinvestment area agreements with Powell Enterprises of North Central Ohio, LLC, and the Fanello Development Co., LLC, that will help construction of new facilities and add new jobs on the city’s north side.

Here is a look at both of the tax-abatement agreements scheduled for discussion:

Powell Enterprises

Powell Calibration, Glass and Service Centers, LLC, plans a $4.4 million investment at 705 Fifth Ave., according to paperwork filed by owner DeLee Powell.

Nine new jobs will be added with the business expansion in 2026 with $500,000 in additional annual payroll. The company will receive a 50-percent property tax exemption for 15 years on the new investment, according to the legislation.

“We will offer vehicle repairs that are currently not being offered in this area,” the company said in its request. “One of these services is the ability to service hydraulics, including bucket trucks.

“Additionally, as vehicles are becoming more complex, they are requiring calibration services for all of the safety systems. Calibration of vehicles will be a large portion of this enterprise.”

The company, with current offices at 595 Fifth Ave., said it anticipates generating $1 million-plus in sales during its first year, which will increase annually.

“We will be able to retain sales in Mansfield and Richland County that is currently out of county or out of state. We realize that this parcel will enhance one of the gateways into the city,” the company said.

Baker’s Collision and Repair was founded in 1953 by Powell’s parents, Mervin and Esther Baker. The company is now in its third generation. It now includes DeLee Powell’s adult sons.

According to the company website, “We dedicated ourselves to fast, courteous, reliable service, even when our operation consisted of just one man and one stall. Just a few years later in 1958, the ground was broken for the first building at our location at 595 5th Avenue.”

Fanello Development Co.

Ohio Valley Manufacturing plans a $4.1 million investment at 1501 Harrington Memorial Road, according to paperwork filed by company owners John Fanello, Jeffrey Fanello and Steven Fanello, sons of the founder.

The company said the project will help retain 152 current positions and add 19 new jobs over the next three years with a total annual payroll of $982,800.

OVM, involved in heavy gauge metal stamping, plans to add a toolroom and coil storage to accommodate new business.

The company will receive a 100-percent property tax exemption for seven years on the new investment, according to the legislation.

Ohio Valley Manufacturing, according to the company website, was founded in 1999 by Mike Fanello. Since its inception, OVM has added presses, employees, quality systems and has grown to a 150,000-square foot facility, with as high as $79 million in sales.

Mike Fanello’s three sons took over the family business after the founder died in 2010.

In other activity Tuesday, council is scheduled to:

— vote to accept a $250 donation from Rumpke to be used at the new disc golf course at Middle Park.

— vote to accept a $250 donation from Mechanics Bank to be used at the new disc golf course at Middle Park.

— vote to accept a $1,000 donation from Southern Title of Ohio, Ltd., to be used at the new disc golf course at Middle Park.

— vote on a resolution honoring Mansfield firefighter Phil Dollish, who retired May 3 after 33 years with the department.

— vote to accept an anonymous $1,000 donation for the Mansfield Police Department Neighborhood Impact Section.

— discuss in caucus a proposal to designate the Mansfield Community Improvement Corp. as the agency for the city for its industrial, commercial, distribution and research development. The legislation is scheduled for a vote July 15.

— vote on amended community reinvestment areas with KJBS, LLC, 1027 Trimble, LLC, and M&D Real Estate Investments, Ltd.

— vote on a proposal to enter into an agreement with the Ohio Dept. of Transportation on a 2027 road resurfacing agreement on a section of Ohio 13 within city limits. The city will provide 20 percent matching money for the project using the street maintenance and repair fund, permissive sales tax, sewer fund and street resurfacing fund.

— discuss in caucus a contract to obtain updated geographical information system used to make decisions on managing and improving the city’s water and sewer infrastructure. The legislation is scheduled to be voted on July 15.

— discuss in caucus a Small Government Enterprise Agreement with the Environmental Systems Research Institute for GIS software licensing and support services. No dollar amount for the three-year license is included in the legislation.

— vote on legislation vacating a portion of Springmill Street between North Mulberry Street and Oak Hill Place.

— discuss in caucus the fiscal year 2026 tax budget for the City of Mansfield and Mansfield Township, both of which must be submitted to the Richland County Auditor’s Office. The legislation is scheduled for a vote July 15.

Council’s agenda begins with an economic development committee meeting at 6:50 p.m. Council caucus is scheduled to begin at 7 p.m. with the legislative session following immediately thereafter.

Local lawmakers continue to meet in Mansfield Municipal Courtroom 1, while council chambers is being renovated. Residents planning to attend should park in the upper lot off Park Avenue and enter through the Park Avenue entrance.
