MANSFIELD — Below are criminal court cases which have been resolved in Richland County Common Pleas Court in recent months.

The list includes any case which Richland Source has published as an indictment, stories which first began publishing here in February 2024.

April

— Brian Pifer, 56, was sentenced to six months in prison for one aggravated possession of drugs charge. Pifer is subject to up to two years of post-release control and was granted 43 days of jail credit for time already served at the Richland County Sheriff’s Office.

— Joshua D. Porter, 44, received 36 months of community control, to be transferred to Lorain County, for one possession of a fentanyl-related compound charge. Porter was ordered to pay $40 to the Mansfield Police Department crime lab and is subject to up to two years of post-release control.

May

— Angelia Riggs, 52, received 36 months of community control for possession of cocaine (2 counts) and possession of drugs. Riggs was also ordered to pay $120 to the MPD crime lab. She is subject to up to two years of post-release control.

— Terry Bickerstaff, 40, was sentenced to 36 months in prison for one count of assault. Bickerstaff also received one to three years of mandatory post-release control and was granted one day of jail credit for time already served at RCSO.

— Donald Dean, 57, received a nine-month prison sentence for one count of aggravated possession of drugs. Dean is subject to up to two years of post-release control and was granted 111 days of jail credit for time already served at RCSO.

— Marshene Gardner, 40, was sentenced to 12 months in prison for four charges; possession of a fentanyl-related compound, aggravated possession of drugs, possession of cocaine and possession of drugs. Gardner was also ordered to pay $35 to the Ohio State Highway Patrol crime lab. Gardner is subject to up to two years of post-release control and was granted 136 days of jail credit for time already served at RCSO.

— Jeffrey Page, 55, received 36 months of community control for tampering with evidence, having weapons while under disability and possession of cocaine (2 counts). Three additional charges were dismissed. Page was also ordered to forfeit a firearm to the State of Ohio. He is subject to up to two years of post-release control.

In a separate case, Page was sentenced to 36 months of community control for having weapons while under disability and two counts of amended menacing by stalking. A tampering with evidence charge was dismissed, as well as an additional count of menacing by stalking. Page is subject to up to two years of post-release control.

— Michael T. Evans, 32, was sentenced to 36 months of community control for three charges; abduction, domestic violence and aggravated menacing. A disrupting public services charge was dismissed. Evans also received one to three years of mandatory post-release control.

— Logan Weaver, 30, received a 12-month prison sentence for one count of tampering with evidence. A second tampering with evidence charge was dismissed. Weaver is subject to up to two years of post-release control and was granted 156 days of jail credit for time already served at RCSO.

— Philip Moxley, 26, was sentenced to 11 to 16 years in prison stemming from 18 charges, including trafficking in cocaine (5 counts), possession of cocaine (5 counts), aggravated possession of drugs, possession of drugs, trafficking in a fentanyl-related compound (3 counts) and possession of a fentanyl-related compound (3 counts). Moxley was ordered to forfeit $142 in cash and a cellphone to the State of Ohio, as well as pay $200 to the MPD crime lab. Moxley also received two to five years of mandatory post-release control and was granted 93 days of jail credit for time already served at RCSO.

— Alfred C. Moore, 57, received an 18-month prison sentence for an illegal conveyance of drugs of abuse onto grounds of a specified governmental facility charge, merged with one count of trafficking in drugs. Moore is subject to up to two years of post-release control and was granted two days of jail credit for time already served at RCSO.

— Joanna Hoskins, 51, was sentenced to 36 months of community control for one charge of possession of cocaine. Hoskins was also ordered to pay $40 to the MPD crime lab and is subject to up to two years of post-release control.

— Jerry Carroll, 37, received 36 months of community control for an amended charge of attempted illegal conveyance of drugs of abuse onto grounds of a specified governmental facility and one count of possession of cocaine. Carroll was ordered to pay $40 to the MPD crime lab and is subject to up to two years of post-release control.

— Andrew Tennent, 47, was sentenced to 36 months of community control for an aggravated possession of drugs charge. Tennent was also ordered to pay $40 to the MPD crime lab and is subject to up to two years of post-release control.

— Monica Hull, 44, received 36 months of community control for an amended charge of attempted felonious assault. Hull was also sentenced to one to three years of mandatory post-release control.

— Dalonte Heath, 32, was sentenced to 48 months of community control for one charge of having weapons while under disability, including a specification for forfeiture of a weapon. Heath must forfeit a firearm to the State of Ohio and is subject to up to two years of post-release control.

— Charles Bandy, 55, received 36 months of community control for an amended burglary charge. Bandy was also sentenced to one to three years of mandatory post-release control.

— Robert Congious, 43, was sentenced to 24 months in prison, plus an additional 12 months for a gun specification, for multiple charges, including having weapons while under disability, possession of cocaine, tampering with evidence and obstructing official business. Congious was ordered to forfeit a firearm to the State of Ohio. Congious is subject to up to two years of post-release control and was granted 84 days of jail credit for time already served at RCSO.

— Dominic Banks, 28, received a 30-month prison sentence for a charge of failure to comply with an order or signal of a police officer. Banks driver’s license has been suspended for 20 years. The suspension began Jan. 17, 2025. Banks is subject to up to two years of post-release control and was granted 126 days of jail credit for time already served at RCSO.

— Jarad Fishpaw, 31, was sentenced to six months in prison for one count of aggravated possession of drugs. Fishpaw was also ordered to pay $40 to the MPD crime lab. Fishpaw is subject to up to two years of post-release control and was granted 80 days of jail credit for time already served at RCSO.

— Ricky Simones, 49, received a nine-month prison sentence for one count of illegal conveyance of drugs of abuse onto grounds of a specified governmental facility. A possession of cocaine charge was dismissed. Simones was also ordered to pay $40 to the MPD crime lab. Simones is subject to up to two years of post-release control and was granted 66 days of jail credit for time already served at RCSO.

— Isaiah Belt, 26, was sentenced to 36 months of community control for possession of cocaine. Belt was also ordered to pay $40 to the MPD crime lab and is subject to up to two years of post-release control.

— Rylee Manion, 22, received 36 months of community control for attempted tampering with evidence and possessing criminal tools. Manion is subject to up to two years of post-release control.

— Sayah Blakely, 32, was sentenced to 30 months of community control for three counts of aggravated possession of drugs. Blakely was also ordered to pay $120 to the MPD crime lab. Blakely is subject to up to two years of post-release control.

— Ryan Campbell, 35, received 30 months of community control for aggravated possession of drugs. Campbell is subject to up to two years of post-release control.

In a seperate case, Campbell was sentenced to 30 months of community control for aggravated possession of drugs. Campbell was also ordered to pay $40 to the MPD crime lab and is subject to up to two years of post-release control.

— Wesley Brown, 45, received 36 months of community control for possession of a fentanyl-related compound. Brown is subject to up to two years of post-release control.

— Christopher Brown, 47, was sentenced to nine months in prison for one count of domestic violence. Brown is subject to up to two years of post-release control and was granted 53 days of jail credit for time already served at RCSO.

— Jerilyn Burns, 34, received a nine-month prison sentence for two charges; illegal conveyance of drugs of abuse onto grounds of a specified governmental facility and possession of a fentanyl-related compound. Burns was also ordered to pay $40 to the MPD crime lab. Burns is subject to up to two years of post-release control and was granted nine days of jail credit for time already served at RCSO.

— Aaron Mitchell, 39, was sentenced to 18 months in prison for four charges; possession of drugs, identity fraud, possession of a fentanyl-related compound and obstructing official business. Mitchell was also ordered to pay $80 to the MPD crime lab. Mitchell is subject to up to two years of post-release control and was granted 17 days of jail credit for time already served at RCSO.
