MANSFIELD — An Orrville construction company has submitted the apparent low bid to replace the roof at Dayspring, Richland County’s assisted living center.

Master Renovations Inc.’s bid to replace the roof at the 3220 Olivesburg Road facility was $195,790, the lowest of seven bids submitted to do the work.

Richland County commissioners opened the bids on Thursday. Mansfield architect Dan Seckel, who had estimated the work at $400,000, will review the bids and make a recommendation to commissioners on March 25.

The new roof has to be completed by Aug. 30 under the terms of a $100,000 federal block grant Dayspring received for the project, according to Michelle Swank, the facility’s executive director.

Remaining funds for the project will be paid by Dayspring, she said.

“Dayspring has been saving for quite a few years (for the project),” Swank said Thursday. “We could see this coming.”

All of the bids came in below the estimate, though the Master Renovation Inc. bid was the only below $200,000.

The new asphalt-type roof will keep Dayspring’s historic look, but will be about half the cost of a slate roof. A new slate roof was estimated at around $900,000.

In September, commissioners approved an agreement with the Ohio State Preservation Office on a mitigation involving the roof project.

The agreement allowed he county to begin restoration work on a 19th century laundry outbuilding in exchange for using asphalt shingles to replace the original slate roof on the main building, which is on the National Register of Historic Places and the Ohio Historic Inventory.

The laundry building is part of the Dayspring historic designation because it is a Victorian-era building similar to the old county courthouse, the old sheriff’s jail and the old children’s home demolished years ago.

Dayspring, which serves as the county home for 61 low- or moderate-income residents, includes 226 acres at in the northern section of the county.

Dayspring is the county’s only publicly funded assisted living facility, gaining voter approval in 2018 on the renewal of a five-year, 0.08 mil renewal levy.
