SHELBY — Mayor Steve Schag described Thursday as a time to celebrate achievements
and look to the future of the Shelby Fire Department “under a newly installed leadership.”
Shelby firefighters Zach Gwirtz and Steve Loveless were formally sworn in to their new positions as captains Thursday afternoon at the department’s High School Avenue station.
“This day marks a time of positive transition within the ranks of the Shelby Fire Department,” Schag said. “Hard work, dedication, professionalism and departmental loyalty have paved the way for career advancements for Mr. Zach Gwirtz and Mr. Steve Loveless.”


The mayor described the duo as having deep roots in Shelby and decades of experience in public safety.
“We are most grateful that they have chosen to invest their lives in serving their fellow citizens in the Shelby community. We would also like to thank the families for their support and sacrifices that make these long-term commitments possible,” Schag said.
Gwirtz and Loveless have served under numerous captains that have exemplified remarkable leadership skills and integrity, the mayor said. The pair will work alongside Capt. Randy Washburn.
“The captain’s position is a role that provides the opportunity to lead by example and provide for the growth and development of your fellow firefighters,” Schag said. “With this new authority comes new responsibility. I have full confidence that you will embrace your new positions with high standards and humility.”
The Shelby Fire Department is led by Chief Samuel Sauder, who has served at the department since June 1999. He was promoted to captain in May 2022.
Sauder previously served as a volunteer firefighter in Monroe Township, followed by a short, part-time stint with the Madison Township Fire Department before arriving in Shelby.
He was sworn in as chief in October 2025 following the retirement of former Shelby fire Chief Mike Thompson.
