MARIETTA — A second man has been indicted and arrested in connection with the 1995 murders of a Washington County mother and son who were found inside their burned mobile home in Prairie Township.
Ohio Attorney General Andy Wilson and Washington County Sheriff Mark Warden announced Wednesday the grand jury indictment and arrest of Johnny Ball, 64, of Waterford, in the deaths of Kimberly Fulton, 28, and her 17-month-old son, Daniel.
The two were discovered on March 5, 1995. Investigators determined that the victims had died before the home was set on fire, indicating the fire was intended to conceal the homicides.
Ball is charged with three counts of aggravated murder, two counts of murder, four counts of perjury, one count of obstructing justice, one count of tampering with evidence and two counts of obstructing official business.
His indictment follows the 2025 conviction of Scott Hickman, a Waterford resident who was sentenced to 20 years to life in prison for his role in the murders.
The case had remained unsolved for more than two decades until detectives with the Washington County Sheriff’s Office reopened the investigation in 2019. The renewed investigation ultimately led to Hickman’s arrest and conviction.
Investigators continued to pursue additional leads, resulting in the indictment of Ball.
The case is being prosecuted by the Special Prosecutions Section of the Ohio Attorney General’s Office.
Indictments are criminal allegations. Defendants are presumed innocent unless proved guilty in a court of law.
