MANSFIELD — Below are criminal court cases which have been resolved in Richland County Common Pleas Court in recent months.
The list includes any case which Richland Source has published as an indictment, stories which first began publishing here in February 2024.
June
— Ransom Havice, 41, was sentenced to six months in prison for three charges: an amended charge of illegal conveyance of weapons, drugs of abuse or intoxicating liquor onto the grounds of a specified governmental facility and two merged counts of aggravated possession of drugs. Havice is subject to up to two years of post-release control and was granted two days of jail credit for time already served at the Richland County Sheriff’s Office.
— Jaimee Burgett, 33, received a six-month prison sentence for one count of aggravated possession of drugs. Burgett is subject to up to two years of post-release control and was granted six days of jail credit for time already served at RCSO.
July
— Royce Cornelius, 40, was sentenced to six months in prison for two counts of possession of cocaine. Cornelius was also ordered to pay $80 to the Mansfield Police Department crime lab. He is subject to up to two years of post-release control and was granted 11 days of jail credit for time already served at RCSO.
— Joseph Schmitzer, 49, had the case transferred to the Mansfield Municipal Court for prosecution in accordance with law. Schmitzer was originally indicted on charges of violating a protection order, assault and two counts of telecommunications harrassment on June 5.
— Christopher Powell, 53, was sentenced to nine months in prison for one count of domestic violence. Powell is subject to up to two years of post-release control and was granted 105 days of jail credit for time already served at RCSO.
August
— Joseph Andrews, 66, was sentenced to six to nine years in prison for charges of felonious assault and domestic violence. Two repeat violent offender specifications and one additional count of felonious assault were dismissed. Andrews also received 18 months to three years of mandatory post-release control and was granted 44 days of jail credit for time already served at RCSO.
— Mark Davis, 53, received an 18-month prison sentence for one count of domestic violence. Davis was also sentenced to one to three years of mandatory post-release control and was granted 95 days of jail credit for time already served at RCSO.
— Timothy Fliger, 51, was accepted into the Richland County Substance Abuse Treatment Court in August. Fliger was originally indicted on one count of possession of cocaine on June 22, 2023. His case has been transferred to SATC for all further proceedings.
— Anthony Daily, 33, was sentenced to 12 months in prison for one count of illegal conveyance of drugs of abuse onto grounds of a specified governmental facility and two counts of possession of a fentanyl-related compound. Daily is subject to up to two years of post-release control and was granted 57 days of jail credit for time already served at RCSO.
— William McCarty, 31, received a two-year prison sentence for charges of domestic violence, menacing by stalking, intimidation of an attorney, victim or witness in a criminal case and violating a protection order. Eleven additional charges were dismissed. McCarty is subject to up to two years of post-release control and was granted 75 days of jail credit for time already served at RCSO.
— Hakarius Taylor, 33, was sentenced to 18 months in prison for one count of possession of cocaine and two counts of possession of a fentanyl-related compound. Taylor is subject to up to two years of post-release control and was granted 40 days of jail credit for time already served at RCSO.
— Eugene Sawyer, 61, received a six-month prison sentence for one count of possession of cocaine. Sawyer is subject to up to two years of post-release control and was granted 43 days of jail credit for time already served at RCSO.
September
— Terry Johnson, 59, received a 12-month prison sentence for three charges of possession of cocaine, of which two were merged. Johnson was also ordered to pay $105 to the Ohio State Highway Patrol crime lab. He is subject to up to two years of post-release control and was granted 20 days of jail credit for time already served at RCSO.
— Todd Diggs, 57, was sentenced to 30 months of community control for one count of aggravated possession of drugs. Diggs was also ordered to pay $40 to the MPD crime lab. He is subject to up to two years of post-release control.
— Nellie Dick, 40, received four years of community control for one count of possession of a fentanyl-related compound. Dick was also ordered to pay $80 to the MPD crime lab. She is subject to up to two years of post-release control.
In a separate case, Dick was sentenced to four years of community control for obstructing official business. She is subject to up to two years of post-release control.
— Michael Campbell, 53, was sentenced to two years in prison for one count of failure to comply with order or signal of a police officer. Campbell’s driver’s license was also suspended for five years, beginning Sep. 4. He is subject to up to two years of post-release control and was granted 141 days of jail credit for time already served at RCSO.
In a separate case, Campbell received a 12-month prison sentence for one count of failure to comply with order or signal of a police officer. He is subject to up to two years of post-release control.
— Nathan Meyer, 41, received an eight-month prison sentence for one count of vandalism. He was ordered to make restitution in the amount of $1,400. He is subject to up to two years of post-release control and was granted three days of jail credit for time already served at RCSO.
— Steven Toby, 44, was sentenced to 11 months in prison for one count of possession of drugs. Toby was also ordered to pay $40 to the MPD crime lab. He is subject to up to two years of post-release control and was granted 27 days of jail credit for time already served at RCSO.
— Dawn Smith, 45, received a seven-month prison sentence for one count of possession of a fentanyl-related compound. Smith was also ordered to pay $40 to the MPD crime lab. She is subject to up to two years of post-release control.
— Richard Retton Jr., 46, was accepted into the Richland County Substance Abuse Treatment Court on Sep. 16. He was originally indicted on one count of possession of cocaine on June 5. His case has been transferred to SATC for all further proceedings.
— Michael A. Robinson, 35, was sentenced to 12 months in prison for merged charges of trafficking in cocaine and possession of cocaine. Robinson is subject to up to two years of post-release control and was granted three days of jail credit for time already served at RCSO.

— McKinley D. Alexander, 38, received a 12-month prison sentence for merged charges of possession of a fentanyl-related compound and trafficking in a fentanyl-related compound. Alexander is subject to up to two years of post-release control and was granted three days of jail credit for time already served at RCSO.
In a separate case, Alexander was sentenced to 12 months in prison for merged charges of trafficking in cocaine and possession of cocaine. Alexander is subject to up to two years of post-release control and was granted three days of jail credit for time already served at RCSO.
— Stephen Hess, 37, was accepted into the Richland County Substance Abuse Treatment Court in September. Hess was originally indicted on one count of aggravated possession of drugs on May 24, 2024. His case has been transferred to SATC for all further proceedings.
— Angela Current, 49, was accepted into the Richland County Substance Abuse Treatment Court in September. Current was originally indicted on possession of cocaine on May 21. Her case has been transferred to SATC for all further proceedings.
— Jannette Klupp, 39, was accepted into the Richland County Substance Abuse Treatment Court on Sep. 16. Klupp was originally indicted on aggravated possession of drugs on May 9. Her case has been transferred to SATC for all further proceedings.
— Crystal D. Kinser, 36, was sentenced to 59 months in prison for charges of illegal conveyance of drugs of abuse onto grounds of a specified governmental facility, possession of drugs, aggravated possession of drugs and possession of marijuana. Kinser was also ordered to pay $1,085 to the MPD crime lab. She is subject to up to two years of post-release control and was granted five days of jail credit for time already served at RCSO.
— Delvin Brock, 33, received three years of community control for two counts of aggravated possession of drugs. Brock is subject to up to two years of post-release control.
October
— Touby Frazee, 50, was sentenced to four years and 11 months in prison for four charges: illegal conveyance of drugs of abuse onto grounds of a specified governmental facility, aggravated possession of drugs and two merged counts of possession of a fentanyl-related compound. Frazee is subject to up to two years of post-release control and was granted 82 days of jail credit for time already served at RCSO.
— Michael Murphy, 25, was sentenced to seven to 10 years in prison for seven charges: aggravated trafficking in drugs, aggravated possession of drugs, trafficking in cocaine, possession of cocaine, trafficking in a fentanyl-related compound, possession of a fentanyl-related compound and obstructing official business. Murphy was also ordered to pay $210 to the OSHP crime lab. He also received 18 months to three years of mandatory post-release control. Murphy was granted 29 days of jail credit for time already served at RCSO.
— Draven Stackhouse, 26, received a six-month prison sentence for one count of possession of a fentanyl-related compound. Stackhouse was also ordered to pay $40 to the MPD crime lab. Stackhouse is subject to up to two years of post-release control and was granted 75 days of jail credit for time already served at RCSO.
— Cody Burgy, 38, received 30 months of community control for one count of possession of cocaine. Burgy was also ordered to pay $40 to the MPD crime lab and is subject to up to two years of post-release control.
— Jason M. Blackwell, 40, was sentenced to eight months in prison for one count of escape. Blackwell is subject to up to two years of post-release control and was granted four days of jail credit for time already served at RCSO.
— Natalie Jouriles, 29, was granted treatment in lieu of conviction on Oct. 20. Jouriles was originally indicted on counts of possession of cocaine and possession of drugs on April 18.
— Lamar Young, 54, was sentenced to five years in prison for five charges: aggravated possession of drugs, having weapons while under disability, possession of cocaine, improperly handling firearms in a motor vehicle and operating a vehicle under the influence of alcohol, a drug of abuse or a combination of them. Young was also ordered to forfeit a firearm to the State of Ohio. His driver’s license was suspended for five years beginning on Feb. 21. He was also ordered to pay $70 to the OSHP crime lab. Young is subject to up to two years of post-release control and was granted 180 days of jail credit for time already served at RCSO.
— Michael Cox, 44, received a six-year prison sentence for five counts of retaliation. Five counts of aggravated menacing were dismissed. Cox was also ordered to make restitution in the amounts of $368.87 and $343.86. He was also sentenced to one to three years of mandatory post-release control and was granted 181 days of jail credit for time already served at RCSO.
— Chiane Sowders, 31, was sentenced to three years of community control, supervision to be transferred to Allen County, for charges of failure to provide notice of change of address and escape. Sowders was also fined $1,000. She is subject to up to two years of post-release control.
— Akeen Cline, 35, was accepted into the Richland County Substance Abuse Treatment Court on Oct. 14. Cline was originally indicted on one count of aggravated possession of drugs on March 21. Cline’s case has been transferred to SATC for all further proceedings.
— Noah Catalano, 26, was sentenced to fines and costs for an amended charge of aggravated possession of drugs. Catalano was fined $1,000 and ordered to pay $35 to the OSHP crime lab, along with supervision fees to the Richland County Probation Department.
— George S. Kelly, 50, received three years of community control for charges of tampering with evidence and possession of cocaine. Kelly was also ordered to pay $40 to the MPD crime lab and is subject to up to two years of post-release control.
— Ryan M. Williams, 40, was sentenced to three years of community control for two counts of possession of a fentanyl-related compound and one charge of possession of drugs. Williams was also ordered to pay $120 to the MPD crime lab. He is subject to up to two years of post-release control.
— Phillip Cruz, 55, received a 12-month prison sentence for one count of possession of a fentanyl-related compound. Cruz is subject to up to two years of post-release control and was granted 15 days of jail credit for time already served at RCSO.
— Michael Trottman, 37, was sentenced to two years in prison for charges of trafficking in cocaine, tampering with evidence and possession of a fentanyl-related compound. A possession of drugs charge was dismissed. Trottman was also ordered to pay $280 to the MPD crime lab. He is subject to up to two years of post-release control and was granted 17 days of jail credit for time already served at RCSO.
— Qulisa Howell, 19, received 30 months of community control, supervision to be transferred to Franklin County, for one count of obstructing official business. Howell was also fined $250.
— Charles Gandy, 56, was sentenced to three years of community control for one count of forgery. Gandy is subject to up to two years of post-release control.
— Sammie Likely, 54, received a 17-month prison sentence for an amended aggravated assault charge and one count of domestic violence. A strangulation charge was dismissed. Likely is subject to up to two years of post-release control and was granted 165 days of jail credit for time already served at RCSO.
— Erica P. Vaughn, 31, was sentenced to three years of community control for charges of illegal conveyance of drugs of abuse onto grounds of a specified governmental facility and possession of drugs. Vaughn was also ordered to pay $35 to the OSHP crime lab. She is subject to up to two years of post-release control.
— Brian Kodger, 44, was accepted into the Richland County Substance Abuse Treatment Court in October. Kodger was originally indicted on one count of possession of cocaine on May 21. His case has been transferred to SATC for all further proceedings.
— Charlotte Davis, 59, received 30 months of community control for one count of possession of cocaine. A trafficking in cocaine charge was dismissed. Davis was also fined $250 and ordered to pay $40 to the MPD crime lab. She is subject to up to two years of post-release control.
— Jessika M. Giffin, 27, was sentenced to three years of community control for charges of trafficking in cocaine and possession of cocaine. Giffin was also fined $1,000 and ordered to pay $40 to the MPD crime lab. She is subject to up to two years of post-release control.
— Brenda L. Porter, 67, received three years of community control for charges of aggravated trafficking in drugs and aggravated possession of drugs. Porter was also ordered to pay $40 to the MPD crime lab. She is subject to up to two years of post-release control.
In a separate case, Porter was sentenced to three years of community control for charges of aggravated trafficking in drugs and aggravated possession of drugs. She was also ordered to pay $40 to the MPD crime lab and is subject to up to two years of post-release control.
— Crystal Tester, 44, received three years of community control for one count of aggravated possession of drugs. Tester was also fined $500. She is subject to up to two years of post-release control.
— Justin Taylor, 41, was sentenced to three years of community control for one count of possession of a fentanyl-related compound. Taylor is subject to up to two years of post-release control.
— Antoine Wade, 47, received a three-year prison sentence for 10 charges: trafficking in heroin (2 counts), possession of heroin (2 counts), trafficking in cocaine (2 counts), possession of cocaine (2 counts), trafficking in a fentanyl-related compound and possession of a fentanyl-related compound. Wade was also ordered to make restitution in the amounts of $69.59 and $457.76 and pay $200 to the MPD crime lab. He is subject to up to two years of post-release control and was granted four days of jail credit for time already served at RCSO.
— Gregory Melton, 42, was sentenced to 30 months of community control, supervision to be transferred to Lake County, for charges of aggravated possession of drugs and possession of drugs. Melton was also ordered to pay $70 to the OSHP crime lab. He is subject to up to two years of post-release control.
— Thailynn Warren, 24, was accepted into the Richland County Substance Abuse Treatment Court on Oct. 28. Warren was originally indicted on one count of possession of cocaine. Warren’s case has been transferred to SATC for all further proceedings.
— Andre Bigsby, 53, was sentenced to 12 months in prison for merged charges of trafficking in cocaine and possession of cocaine. Bigsby was also ordered to pay $40 to the MPD crime lab. He is subject to up to two years of post-release control and was granted five days of jail credit for time already served at RCSO.

— Arrion Anderson, 37, was sentenced to 30 months of community control for charges of possession of cocaine and trafficking in cocaine. Anderson was fined $250 and ordered to pay $40 to the MPD crime lab. Anderson is subject to up to two years of post-release control.

— David Sousa, 33, had the case dismissed without prejudice in October. Sousa had previously been indicted on charges of receiving stolen property and grand theft on Dec. 9, 2024.
— Austin Munoz, 30, was accepted into the Richland County Substance Abuse Treatment Court on Oct. 28. Munoz was originally indicted on one count of aggravated possession of drugs on Sep. 13, 2024. His case has been transferred to SATC for all further proceedings.
— Anthony Clow, 48, received a 12-month prison sentence for charges of aggravated trafficking in drugs, trafficking in cocaine, aggravated possession of drugs and possession of cocaine. Clow was also ordered to pay $80 to the MPD crime lab. He is subject to up to two years of post-release control and was granted 113 days of jail credit for time already served at RCSO.
In a separate case, Clow was sentenced to four to six years in prison for merged counts of aggravated trafficking in drugs and aggravated possession of drugs. Clow was ordered to pay $40 to the MPD crime lab and received 18 months to three years of mandatory post-release control. He was granted 113 days of jail credit for time already served at RCSO.

— Thomas Plaster, 46, was sentenced to two years in prison for charges of aggravated trafficking in drugs, aggravated possession of drugs, trafficking in a fentanyl-related compound and possession of a fentanyl-related compound. Plaster was ordered to pay $80 to the MPD crime lab. He is subject to up to two years of post-release control and was granted 15 days of jail credit for time already served at RCSO.
In a separate case, Plaster received a two-year prison sentence for charges of aggravated trafficking in drugs, aggravated possession of drugs, trafficking in a fentanyl-related compound and possession of a fentanyl-related compound. He was ordered to pay $80 to the MPD crime lab. Plaster is subject to up to two years of post-release control and was granted 15 days of jail credit for time already served at RCSO.
— Caleb Macklin, 25, was sentenced to three years of community control for one count of obstructing official business. An assault charge was dismissed. Macklin was also fined $1,000. He is subject to up to two years of post-release control.
— Jermaine L. Hawkins, 41, was sentenced to 14 months in prison for two counts of aggravated possession of drugs. Hawkins was also ordered to pay $80 to the MPD crime lab. He is subject to up to two years of post-release control and was granted 73 days of jail credit for time already served at RCSO.
— Marion R. Woodruff, 41, received four years of community control for one count of possession of a fentanyl-related compound. Woodruff is subject to up to two years of post-release control.
