To the Editor,

My name is Jason Ogg, and I’m the Founder and Managing Director of Mansfield Permaculture.

I’m writing in support of allowing backyard hens in Mansfield — one measured step toward addressing food insecurity in our community.

Backyard hens can provide families with fresh eggs, reduce food waste, manage garden pests, and improve soil health.

For residents who meet the proposed ordinance’s requirements — adequate space, proper housing, and a commitment to responsible care — hens can help supplement grocery costs and often produce enough surplus to share with neighbors or those in need.

That said, raising hens requires time, effort, and an upfront investment. It’s not for everyone — and that’s OK.

That’s why this initiative is just one part of a broader effort. We’re also developing more accessible ways to address food insecurity — through community gardens, food forest installations, and educational programs that give residents the tools to grow and share food locally.

Legalizing hens gives those ready for the responsibility another option, while we continue working on food systems that serve the whole community.

We’ve heard concerns about noise, odor, enforcement, and disease — and we take them seriously.

These concerns help us build better policy. The proposed ordinance includes clear standards for secure, sanitary, humane housing. Roosters would not be permitted.

A dedicated complaint channel will allow residents to report issues, with enforcement integrated into existing city systems. We’re also offering free community training on chicken care and coop design to help ensure things are done right from the start.

This is not a free-for-all. It’s a thoughtful, small-scale solution grounded in education, accountability, and community resilience.

More than 300 residents have already signed in support. I hope others will join the conversation as we work together toward a more sustainable and food-secure Mansfield.
