MANSFIELD — City Council is scheduled Tuesday to vote on the renewal of the combined public health services agreement among Mansfield, Ontario and Richland County.

Some changes are being made to the agreement, including the composition of the board that governs the combined district, which does business as Richland Public Health.

The combined health district has operated since 2002. The City of Shelby operates its own health department, which it has done since 1923.

According to the agreement, which would take effect May 1, the board shall consist of five members, representing Mansfield and Ontario, as well as the villages and townships around Richland County.

The board on May 1 will consist of David Remy, Cathy Sapp, Chelsia DeRenard, Ary Van Harlingen and a licensed physician to be determined.

Remy’s term will expire at the end of 2025 with Sapp at the end of 2026, DeRenard in 2027 and Van Harlingen in 2028. All are now members of the current 12-member board.

Appointments to the board will conform with Ohio Revised Code Section 3709.07.

That statute reads:

“The appointment of any member of the combined board who is designated by the provisions of the contract to represent a city shall be made by the chief executive and approved by the legislative authority of such city. If a member is designated by the contract to represent more than one city, the member shall be appointed by majority vote of the chief executives of all cities included in any such area. Except for the member appointed by the health district licensing council, if such council is established, the appointment of all members of the combined board who are designated to represent the balance of the district shall be made by the district advisory council.”

Term limits are also going to be initiated for the board.

Under the new agreement, board members may be reappointed for one term after their initial appointment for a total of two consecutive terms, which equates to 10 years maximum. Once term limited, members may be nominated to join the board again after at least one year off the board.

Each member of the board shall be paid a sum not to exceed $80 a day for the member’s attendance at each meeting of the board. No member shall receive compensation for attendance at more than 18 meetings in any year.

In other business Tuesday, City Council is scheduled to:

— vote on the authorization of Mayor Jodie Perry’s application for federal Community Development Block Grant funds and Home Investment Partnership Program funds.

— vote to file a grant application and accept a grant from the Federal Aviation Administration and the Ohio Dept. of Transportation Office of Aviation to design construction contract plans to rehabilitate Runway 14-32 at Mansfield Lahm Regional Airport. The grant would cover 95 percent of the costs.

— vote to enter into a 10-year lease with RH Phillips Trucking Inc. and Fly High-Line LLC for Hangar 524 at the airport for $4,950 annually.

— vote on the demolition of condemned buildings at 43 Bradford Ave. and 337 Wayne St.

City Council caucus is scheduled to begin at 7 p.m. with the legislative session following immediately thereafter.

Local lawmakers continue to meet in Mansfield Municipal Courtroom 1 while council chambers is being renovated. Residents planning to attend should park in the upper lot off Park Avenue and enter through the Park Avenue entrance.
