For many young people, finding meaningful work experience can be a challenge—especially for those facing barriers to employment or education. That’s where the Workforce Innovation and Opportunity Act (WIOA) program steps in. 

A partnership between Richland County Job and Family Services and Catalyst Life Services, WIOA is designed to support youth ages 14-24 by offering employment opportunities, career guidance, and educational support. Participants gain hands-on work experience, develop essential job skills, and receive mentorship from local businesses—all while earning a paycheck. 

Stephanie Jakubick, Assistant Director of Vocational Services, has worked with the WIOA program for nearly a decade and has seen firsthand how much the program has grown—both in the number of youth served and in the engagement of local businesses. “The success of WIOA wouldn’t be possible without the commitment of our business partners,” Jakubick said. “By providing job opportunities, businesses are not only investing in a young person’s future but also strengthening the workforce and local economy.” 

Across the county, businesses have welcomed WIOA participants into their workplaces, offering guidance and skill-building opportunities. Through these partnerships, youth are gaining experience in a variety of industries while businesses benefit from dedicated, motivated workers. 

Planting the seeds of success at Plants and Posies 

For youth participant Barbara Kent, working at Plants and Posies has been a perfect match for both her career goals and personal interests. 

“I chose this worksite because I felt that I would be able to effectively utilize the skills I learn here in personal situations, and it is so close to my home,” Kent said.

Barbara entered the WIOA program in January 2025 with no prior work experience and limited transportation options. Recognizing these challenges, her employment specialist helped her find a worksite that was both flexible and close to home. Since joining Plants and Posies, she has gained hands-on experience in plant care, soil preparation, customer service, and designing marketing materials and logos. Additionally, Barbara is working on obtaining her driver’s license while in the program, further increasing her independence and future employment prospects. 

Looking ahead, she hopes to continue working at Plants and Posies while pursuing a degree in Business Management at North Central State College. Business owner Carla Tuttle shared how beneficial the program has been for her small business: 

“We are really impressed with the WIOA program and the participants we have. Both [the individuals we have received] work very hard and are eager to learn about our business. As a small business, we really appreciate the extra help. We look forward to working with the WIOA program in the future.” 

The YMCA: Building confidence and leadership 

For over a decade, the YMCA of North Central Ohio, Mansfield Branch has partnered with the WIOA program to help young people develop critical job skills and grow professionally. Operations Manager James Twedt emphasized how impactful the program has been, particularly for participant Cardiar Bluester. 

“When Cardiar first joined our team, he was a reserved young man struggling with self-esteem. However, the transformation we’ve seen is truly remarkable. Through his time at the YMCA, and with the support of the WIOA program, he has matured into a responsible and capable young professional,” Twedt said.

When Cardiar entered the WIOA program, he chose the YMCA for his paid work experience because he enjoyed working with people and had a strong interest in fitness. His enthusiasm and dedication quickly made an impression, and he performed so well that the YMCA chose to hire him on as a regular employee. Since then, he has continued to grow in his position, taking on new responsibilities and expanding his skill set. His hard work and commitment were recognized when he earned Employee of the Month in June of 2024—a testament to his dedication and professional growth. 

Cardiar’s role at the YMCA includes maintenance work, ensuring that equipment is functioning properly, and cross-training in various areas of the facility. However, what he enjoys most is working with youth programs. 

“I love working with the youth programs,” Bluester shared. As for his future, he remains open to possibilities: “I really don’t know yet—still trying to pave my path for my future.” 

The YMCA recognizes the WIOA program as an invaluable resource, with Twedt adding: 

“The WIOA program’s comprehensive support and guidance have been crucial to Cardiar’s success. The YMCA is proud to be part of a program that empowers individuals to reach their full potential and contribute meaningfully to our community.” 

How businesses benefit from partnering with WIOA 

Partnering with the WIOA program is not only an investment in the future workforce but also a strategic advantage for businesses. By participating, employers can reduce labor costs, as the program subsidizes wages for youth workers, allowing businesses to bring in motivated employees at no cost. It also helps build a strong talent pipeline by giving businesses the opportunity to train and mentor young workers, developing a skilled workforce tailored to their needs. Additionally, providing local youth with career opportunities strengthens the regional economy and helps retain talent in the community. Beyond the economic benefits, WIOA partnerships also create a meaningful social impact by removing employment barriers and empowering at-risk populations who are often overlooked in the workforce.  

“One of the most rewarding aspects of the WIOA program is seeing how much confidence and independence these young people gain through meaningful work experiences,” Jakubick said. “When businesses open their doors to WIOA participants, they’re not just getting extra help—they’re giving young workers the tools to build a successful future. 

The WIOA program is always looking to build new partnerships with local businesses, providing year-round opportunities for youth to gain valuable work experience. In addition, the 2025 Summer Youth Program is currently seeking businesses to participate, providing 175 youth (ages 14-18) with employment opportunities from June 1st to August 31st.
