SHELBY — A Shelby man was killed during an altercation with police on Saturday night at the Arby’s fast-food restaurant.

According to Shelby police Chief Lance Combs, two officers went to the restaurant at 234 Mansfield Ave. to serve a warrant from Shelby Municipal Court on Tyler S. Jacobs, 31.

After making contact with Jacobs and advising him of the warrant, Jacobs stabbed Sgt. Noah Kocher, 25, in the neck with a knife, the chief said.

Kocher, a military veteran, was able to back away from Jacobs, who then ran towards Kocher with knife still in hand. Kocher then drew his gun and fired, striking Jacobs.

Officer Dominic Ewing, 24, who had been positioned at the restaurant’s back door, immediately entered, according to Combs, and provided medical aid to Kocher and Jacobs.

Both Kocher and Jacobs were transported to OhioHealth Mansfield Hospital by the Shelby Fire Department.

As of Sunday afternoon, Combs said Kocher was in stable condition. Jacobs died during surgery, the chief said.

UPDATE ON CONDITION OF SHELBY POLICE OFFICER

The Ohio Bureau of Criminal Investigation was requested by the Shelby Police Department to investigate the officer-involved shooting and process the scene, according to BCI spokesman Steve Irwin.

A spokesperson for Arby’s released the following statement Sunday afternoon:

We are aware of the incident that occurred at our franchised location in Shelby, OH. The franchisee is cooperating fully with the police in their investigation. Given that this is an active investigation, we defer any further comment to the local police department.

Kocher officially started at the Shelby Police Department in July 2021, left in 2022, and was reinstated in August 2023. He was promoted to sergeant on Oct. 23.

Ewing officially started at the Shelby Police Department on Jan. 19.

The warrant that officers attempted to serve to Jacobs was issued by Shelby Municipal Court on Nov. 13 for failure to appear at arraignment.

It was the result of two charges on Oct. 30 for lights on bicycle, a minor misdemeanor, and fleeing and eluding officers, a first-degree misdemeanor.

Records in Shelby Municipal Court show cases involving Jacobs dating back to 2014. Previous charges include OVI, possession of drug paraphernalia, criminal damaging, and petty theft.

Assisting agencies at the scene include the Shelby Fire Department, Richland County Sheriff’s Office, Ohio State Highway Patrol, Lexington Police Department, Mansfield Police Department, Ontario Police Department, and Plymouth Police Department.
