MANSFIELD — Ohio Valley Stamping-Assemblies Inc. of Mansfield hopes to expand its operations, hire 30 more employees and generate another $936,000 annually in local payroll.

The manufacturer at 500 Newman St. is seeking a job creation tax credit agreement with Mansfield, according to paperwork scheduled to be presented to City Council on Feb. 15.

Under the terms of the agreement, the city would grant a 50-percent, six-year tax credit to Ohio Valley Stamping in exchange for the expansion and new jobs within three years and the agreement to maintain its Mansfield operation for at least 12 years.

Mansfield Economic Development Director Tim Bowersock said the company is making a near $1 million investment in property, inventory and equipment.

“Ohio Valley Stamping-Assemblies, Inc. is a privately held, stand-alone company,” according to paperwork filed with the proposed deal. “The company … is financially self-sufficient. (The company) will produce fabricated metal products for the automotive industry at the new facility.

“Receiving the tax credit is a major factor in (the company’s) decision to go forward with the project,” the agreement states.

The company will purchase the former site of Rable Machine Inc. on Touby Court as part of the expansion on the city’s north side. The Newman Street facility will continue its operations, Bowersock said.

“In addition to the property acquisition, the company will invest in new equipment and additional inventory for the new facility,” according to the proposal. “The company proposes to hire management, supervisors and production employees to staff the new facilities.”

Owner Terri Brown, who co-founded the company with her husband, the late Ronald Brown, operates Ohio Valley Stamping-Assemblies and also owns Enman Stamping-Assemblies at 140 Industrial Parkway in Mansfield.

Ron Brown’s background was in tool & die while Terri focused on accounting and human resources, according to the Enman website.

“In the 1990s, each were working for different companies. Those companies closed their doors. Together, Ron and Terri started their own company: Ohio Valley Stamping and Assemblies, Inc. (OSVA) in 1995.

“As business grew, needing more space, they purchased a building in the Industrial Park in 2003 and named that company Enman Stamping and Assemblies, Inc. (ESA). As business continued to grow, they added onto the facility three times.

“After the death of Ron (in 2019), Terri continues to operate both facilities. She contributes the success of both facilities to the staff in place. Their many years of experience, working together as a team, and having a committed relationship with our customers and to our employees is the strength of our growing companies,” the website said.

Terri Brown said Friday the company “is going to get more business and we need to expand and get more room.”

She said her companies supply Newman Technology in Mansfield by helping to produce metal parts for different Honda automotive needs. She said Enman is also running out of space.

Originally from Shelby, she said Ohio Valley Stamping has about 15 employees.
