Cornelius Phillips

MANSFIELD — Cornelius J. Phillips was mistakenly released from the Richland County Jail on Tuesday at approximately 5:30 p.m., according to a press release.

Upon leaving the facility, video showed the 22-year-old Phillips head south on foot from the jail. Surveillance footage from a nearby building was used to establish Phillips is believed to have been picked up by an individual driving a blue Hyundai Sonata, authorities said. 

The U.S. Marshall Service, local law enforcement and the Ohio State Highway Patrol are working together to locate Phillips. A warrant has been issued for escape with the authority to arrest nationwide. 

Phillips should be considered armed and dangerous. If spotted, call 911 immediately.

Phillips, a black male with black hair and brown eyes, weighs 180 pounds and is 5-foot-9. He was originally jailed on charges of possession of drugs, expired operator’s license, endangering children and falsification. He had been arrested on Aug. 29 by Mansfield police.

An internal investigation is being conducted into the incident, according to the press release.
