MANSFIELD – A former Mansfield Correctional Institution inmate is eligible for the death penalty if convicted of killing his cellmate.

Devon Craig, 36, was indicted by a Richland County grand jury on two counts of aggravated murder, two counts of murder while under detention or an escape specification, two counts of repeat murder specification and four counts of repeat violent offender specification.

At the time of the alleged murder, Craig was serving 15 years to life in MANCI for an aggravated murder conviction in Cuyahoga County in 2009.

In February 2026, an indictment was filed, stating Craig “purposely caused the death of (his cellmate)” on July 2, 2024 – a day after Craig’s 35th birthday.

“The victim’s death resulted from multiple blunt force trauma injuries,” Richland County Prosecutor Jodie Schumacher said.

The murder charge makes Craig eligible for the death penalty because he has been convicted of murder previously and also because it occurred while the defendant was in a detention facility.

He has since been transferred to the maxium security Southern Ohio Correctional Facility in Lucasville, according to the Ohio Dept. of Rehabilitation and Corrections website.

The county prosecutor met with media on Thursday to go over recent indictments.

Akron man allegedly traveled to Mansfield to meet with a minor

Dustin Eugene McCoy, 38, of Akron, was charged with three counts of pandering sexually-oriented matter involving a minor or impaired person, four counts of illegal use of minor or impaired person in nudity-oriented material or performance, two counts of disseminating matter harmful to juveniles and grooming.

“We received a report that (McCoy) was traveling to meet the minor victim,” Schumacher said. “Law enforcement was able to intercept that interaction, and during the course of the interviews and such learned that there were child sexual abuse materials on his phone, as well as images he had sent to the victim.”

McCoy contacted the victim via social media and planned to meet on or around Feb. 7.

“(The victim) was 15 at the time of the offense,” Schumacher said.

Schumacher said the grooming charge McCoy received is especially important. Incidents where children normalize harmful behavior become difficult to criminalize, she said.

“Now that the legislature has given us this law, we’re able to recognize that criminal conduct early on, prior to … more serious offenses,” Schumacher said.
