Local creeks and streams went over their banks in several Richland County locations on Sunday as two to three inches of rain fell in a constant, all-day weather event. The National Weather Service office in Cleveland issued a flood warning for the county around 6:30 p.m., followed by an overnight freeze warning. Several school districts delayed the start of the day on Monday to allow time for the water to recede and road crews to clear the way.
